Overview

          Extension Training Centre , Srikalahasti was established in the year 1955 to build the capacities of Extension Officers working for Rural Development. Many changes have taken place in the administration and trainings in this Institute. It is working under the administrative control of Andhra Pradesh State Institute of Rural Development and Panchayat Raj (APSIRD & PR ), Govt. of Andhra Pradesh, Kanuru,Vijayawada, Krishna District which comes under the Department of Panchayat Raj and Rural Development. Ministry of Rural Development (MoRD), Government of India, New Delhi supports financially for the development of infrastructure with the recommendations of National Institute of Rural Development & Panchayat Raj, Hyderabad. At present variety of training programmes are being organized in ETC for Officials, Elected Representatives of PRIs, CBOs& NGOs to modify their knowledge, skills and attitude. Ministry of Panchayti raj supports financially to conduct trainings under RGSA programme through APSIRD & PR along with Government of Andhra Pradesh.

VISION

Promoting self governance of PRIs by providing need based quality training towards building a responsive and efficient PRIs in an ethical ,accountable and transparent framework.

MISSION

The mission of ETC is to become a pathway torch bearer for better performance of the PRIs through building the capacities of Functionaries and Elected Representatives of PRIs .It focuses on the programmes that benefit the rural poor, strive to streamline the democratic decentralization processes, improve the operation delivery of services and efficiency of rural development personnel, work on pilots with the Government while framing policies in rural development .

MANDATE

The Extension Training Centre has a mandate to build the capacity of PR&RD functionaries at the Mandal and Gram Panchayat level in it’s jurisdiction with special focus on Elected Representatives and Functiona Assistants of Grama Sachivalayams by preparing training action plans accordingly. The other mandates for ETC are
1. Develop linkages among different institutions involved in rural development and extension training activities
2. Organize need based training programmes for all Extension and grass-root level functionaries involved in rural development.
3. Conduct Action Research/ short studies in rural development extension management
4. Function as a documentation centre for collecting, storing, processing and disseminating information on all aspects of rural development
5.Act as Resource Centre for Panchayat Raj and Rural Development functionaries including elected representatives of PRIs
6. Documenting the best practices in Panchayat Raj and Rural Development area and use these best practices at the time of training
7. Develop the study material/ training modules/campaign material, ETC., and update them periodically to PRIs on systems development on pilot basis
8. Handholding support
9. Monitoring of off-campus training programmes organized APSIRD & PR and Extension Training Centres
10. Evaluation of training programmes
