THE PARTICULARS OF ORGANISATION- FUNCTIONS & DUTIES

          Extension Training Centre, Srikalahasti is a Regional level Institution established in the year 1955 formerly as VDO Training Centre/GTC under Community Development era for training of multipurpose village Development workers. Having glorious past, the Extension Training Centre, Srikalahasti is extending service for imparting training to the Panchayat Raj and Rural Development functionaries and Elected Representatives in PRIs at the District, Mandal and Gram Panchayat level.

The present administrative setup of Extension Training Centre, Srikalahasti is under the academic and financial control of APSIRD & PR , Govt. of AP as well as MoRD, GoI. As per Instructions of APSIRD & PR this Extension Training Centre will impart Social security, self Employment, Wage Employment, Capacity Building training programmes to the functionaries of Panchayat Raj Institutions and Elected Representatives in PRIs.

ORGANISATION CHART:

          The Extension Training Centre, Srikalahasti is one of the branch of Andhra Pradesh Institute of Rural Development and Panchayat Raj (APSIRD & PR ) , in Vijayawada. And activates as per the orders of APSIRD & PR , Principal on other duty Chief Executive Officer of Zilla Praja Parishad is the Head of the Institution. And the Gazetted Instructor on other duty District Panchayat Officer will be Vice-Principal of this Institution.

And the Extension Training Centre, Srikalahasti is established with the following posts.

1) Principal - 1 No.
2) Gazetted Instructor - 1 No.
3) Agricultural Officers - 3 Nos.
4) Veterinary Officer - 1 No.
5) MPDO - 1 No.
6) Field Instructors - 2 Nos.
7) Senior Co-operative Inspector - 1 No.
8) DAVA (Demonstrator in Audio Visual Aids)-1No.
9) Junior Assistants - 2 Nos.
10) Typist - 1 No.
11) Electrician - 1 No.
12) Office Sub-ordinates - 4 Nos.
13) Mazdurs - 5 Nos.

The Posts of Principal and Gazetted Instructor are being filled in the Cadre of Chief Executive Officer of ZPP and DPOs. And Agricultural Officers are being deputed by 2 MPDOs and one EO(PR&RD). And the Veterinary Officer is also being deputed with MPDO. All the Agricultural Officers, Veterinary Officer, MPDO are Senior Faculty Members of this Institution and Field Instructors, Sr Co-op. Inspector and DAVA are Junior Faculty of this Extension Training Centre.

Regarding Non-Faculty two Junior Assistants and one Typist posts are filled on deputation from Zilla Praja Parishad. And the post of Electrician, and two Office Sub-ordinate posts and Three Mazdur post are vacant.

As per Instructions of APSIRD & PR one Computer Instructor has been engaged on monthly honorarium basis. And also one Driver is engaged on honorarium and daily wages simultaneously

OBJECTIVES

As a study centre of APSIRD & PR it is carrying out the capacity Building Activities through PR & RD related training programmes to Elected Representatives in PRIs and functionaries of PR & RD Department in Rayalaseema Region in A.P. ie. Chittoor, Kadapa, Kurnool and Ananthapur districts .

FOCUS

The ETC, Srikalahasti focuses on Training Programmes to enhance the knowledge, capacity and performance of both official and non-official functionaries of PRIs in various aspects of PR and RD department. It organizes training at Mandal, Gram Panchayat level functionaries.

ACTIVITIES

It organizes training programme, covering ward members, Sarpanches, MPTC Members and Panchayat Secretaries, Extension Officers (PR & RD), Mandal Parishad Development Officers ,Functional Assistants of sachivalayam as well as the Ministerial staff of ZPPs and MPPs in the territory of the Institution. It also prepares modules of various RD trainings under the guidance of APSIRD & PR . The main training programmes are

1) Building of ICT skills among PRI functionaries by providing computer training with the contents of Computer Basics, Open Office software and Internet concepts.
2) Induction Training to Panchayat Secretaries, and Extension Officers (PR & RD) for PR & RD policies support.
3) Office procedure – Improving of noting and drafting skills among Ministerial staff of MPPs and ZPPs covering from Jr.Assts. to Superintendents.
4) Stress Management for Development functionaries such as MPDOs, Eos(PR&RD), Panchayat Secretaries and Superintendents of ZPPs and MPPs.

III. The Procedure Followed in the Decision making Process.

The ETC prepares Annual Training Calendar tentatively and submits to APSIRD & PR for approval and financial Assistance. And contingent trainings are also conducted under APSIRD instructions. Soon after receipt of concerned orders, from APSIRD & PR the process starts from Training Asst., Course Co-coordinator concerned, Office Manager and decision will be taken by the Principal.

As per Operational manual for the management of ETCs and also as stipulated by APSIRD & PR ,Government of Andhra Pradesh and Government of India from time to time

1)Academic Council :- It is constituted with the faculty of the ETC, Presided over by Principal to resolve administrative and training issues. And meetings will be held once or twice in a month to get the requirements be approved.

2)Purchasing Committee:- As per the directions of APSIRD & PR it is constituted. (Enclosed in ETC Manual.) The committee meets when ever its approval requires to procure material and other infrastructure under various grants headed by the Principal.

3)Managing Committee:-With the approval of APSIRD & PR it is constituted (List Enclosed in ETC manual) and resolves the decisions and proposals, reviews the performance of ETC in all aspects.

XI. THE BUDGET ALLOCATED ON EACH OF ITS AGENCY INDICATING THE PARTICULARS OF ALL PLANS PROPOSED EXPENDITURE AND REPORTS.

1)Plan and Non-plan Budget : State Government has to allocate budget for the maintenance and establishment for every quarter of the financial year. But after State Bifurcation no Non-Plan budget has been released by the state Govt . except for 010 Salaries head.

2)Training Funds : Programme wise Training Funds will be released by the Department concerned after submission of expenditure in Bill of cost form with connected vouchers as per the approved budget . Some Departments release 30% advance against the approved budget.

3)Recurring and Non-Recurring grants.: On submission of proposal by ETC to MoRD, GoI Recurring Grant of Rs.20 lakhs is being released by MoRD, New Delhi towards administrative cost at 10 lakhs and another 10 lakhs for the expenditure on the proposed trainings of ETC. But for the financial years 2011-12,2012-13,2014-2015 and 2015-2016 No Recurring Grant was released by MoRD though proposals were submitted. And for the year 2016-2017 and 2017-18,2018-19 an amount of 10 lakhs was released towards 50% of Recurring Grant.

To improve infrastructure in the ETC as per requirement, proposals will be submitted to the MoRD, GoI with estimates to release the Non-Recurring Grant. After care full examination and recommendation by MoRD and NIRD & PR officials, MoRD will release the Non –Recurring Grant

XII. THE MANNER OF EXECUTION OF SUBSIDY PROGRAMMES INCLUDING THE AMOUNTS ALLOCATED WITH THE DETAILS OF BENEFICIARIES.

The manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes.is not applicable.
